Permit Coordination Center


A Permit Coordination Center has been established to provide the means to increase agency coordination, predictability, organization and efficiency. The purpose of the Permit Coordination Center is to create and manage a facilitated process for the timely coordination of regulatory agency permit applications and processing of the CWP. Regulatory approval of this project involves a complex system of local, state and federal agency approvals. As many as twenty separate approvals (permits, licenses and agreements) will required to implement the project. Application, review and approval are required at each stage of the project, beginning with initial investigation of feasibility, preliminary design, CEQA compliance and final design. The permitting and the CEQA process is open to both public and agency comment. Effective communication ensures that everyone be well informed about the strategy, goals and objectives as well as the scientific and engineering facts surrounding the project. The Permit Coordination Center has information on the following:

Identification of scheduling for technical field studies
  1. Development, review, comment and modification to scopes of work for technical field studies.
  2. Review, comment and modification to technical reports.
  3. Identification and agreement on thresholds of significance.

Government Oversight
Project permits and applications will go before the California Coastal Commission, California Energy Commission, Army Corps of Engineers, Regional Water Quality Control Board, California Department of Fish and Game and the California Public Utilities Commission in compliance with California Environmental Quality Act (CEQA).
